Very Nice! Budget Funding for Presidential Meetings Reaches Rp 30.1 Billion

The 2012 State budget is providing Rp 30 182 898 000 for various types of meetings attended by the President and/or Vice President. Of that amount, Rp 713 million (Rp 713 583 000 to be precise) is going towards production of documentation (proceedings and transcripts) arising from cabinet sessions or meetings presided over and/or attended by the President and Vice President; and Rp 29.4 billion (Rp 29 469 309 000 to be precise) for reports on cabinet sessions and other meetings/sessions either presided over or attended by the President and/or Vice President.

The Rp 29.4 billion is to be spent on such meetings as: (1) 44 plenary sessions of cabinet (Rp 3.3 billion);  (2) 30 limited cabinet sessions (Rp 1.1 billion);  (3) 65 closed door meetings (Rp 3.1 billion); (4) 3 government working sessions (Rp 5.3 billion); (5) 2 retreats (Rp 14.3 billion); (6) 3 Presidential lectures (Rp 558 million); and (7) 10 sundry sessions/meetings (Rp 1.6 billion).

This means that, to fund the holding of all these meetings, taxpayers will be spending, each and every month, Rp 2.4 billion (Rp 2 445 775 750 to be precise) of their money held in State coffers. Or, put another way, assuming a figure of 157 meetings involving President SBY, each meeting he attends will cost the public purse Rp 187 million (Rp 187 702 505 to be precise).  This is surely too much and amounts to a seemingly carefree waste of public money.

Spending Rp 30.1 billion in this way is clearly a waste: after all, the outcome of meetings held has not been support for the President but rather outpourings of public discontent, government grandstanding and moves to increase fuel oil prices designed to inflict pain on the community. Instead of coming out with increased fuel prices and plans to reduce fuel subsidies, cabinet meetings should produce pro-people policies initiated by the President.

The allocation of Rp 30.1 billion for these purposes means that the President’s drive to achieve budget savings is not only half-baked:  it is dead in the water.  After all, expenditure of Rp 30.1 billion on various types of meetings is clearly damaging for the State budget. So called “working sessions” should be a normal part of the President’s daily duties which should be performed without need for State budget allocations—or, in other words, they should be free of charge.  By having a special budget line item for meetings that amount to a waste of public funds, the President is creating a situation in which the workings of government will be branded as being nothing more than one meeting after another held at public cost and without benefitiong the general public.  Furthermore, the President’s predilection for meetings will be immediately taken up by other public institutions (State ministries and agencies) that will result in further wastage of public money.  To quote just one example: in the 2012 State budget, the Ministry of Foreign Affairs has been allocated Rp 4.3 billion for the holding of meetings throughout the year.  We can only hope that this allocation is not included in a Presidential decision.

The National Secretariat of the Indonesian Forum for Budget Transparency (Seknas FITRA) asks standing Committee II of the House of Representatives (DPR) to urge the Ministry of Finance not to include funding for various types of meetings in the revised 2012 State budget. Budgeting for meetings involving the President will simply be “copycatted” by other ministries and agencies. Such copycatting is already evident in the competition among ministries and agencies to hold “coordination meetings”, “working sessions”, “official meetings” and meetings of other kinds.  The end result of such activity is little more than further waste of public money.  Mr. President, this is indeed a very worrying situation!

Alokasi anggaran tahun 2012 untuk bermacam-macam rapat yang dihadirin oleh Presiden dan/ atau wakil Presiden sebesar Rp.30.182.898.000. Dimana alokasi sebesar Rp.30.1 miliar berasa dari program “dokumen (risalah dan transkrip) hasil pelaksanaan sidang kabinet,rapat atau pertemuan yang dipimpin dan/atau dihadirin Presiden dan wakil presiden” sebesar Rp.713 juta (713.583.000), dan program “laporan pelaksanaan sidang kabinet,rapat atau pertemuan yang dipimpin dan/atau dihadirin Presiden dan/atau wakil presiden” sebesar Rp.20.4 miliar (Rp.29.469.309.000).
Kemudian, alokasi anggaran sebesar Rp.29.4 miliar dipergunakan untuk bermacam-macam seperti:1). Penyelenggaraan sidang kabinet paripurna (44 kegiatan) sebesar Rp.3.3 miliar; 2).penyelenggaraan sidang kabinet terbatas (30 kegiatan) sebesar Rp.1.1 miliar; 3).penyelenggaraan rapat terbatas (65 kegiatan) sebesar Rp.3.1 miliar; 4).penyelenggaraan rapat kerja pemerintah (3 kegiatan) sebesar Rp.5.3 miliar; 5).penyelenggaraan Retreat (2 kegiatan) sebesar Rp.14.3 miliar; 6).penyelenggaraan Presidential Lecture (3 kali) sebesar Rp.558 juta; dan 7). Penyelenggaraan rapat/pertemuan (10 kali) sebesar Rp.1.6 miliar.
Alokasi anggaran sebesar Rp.29.4 miliar ini dipergunakan untuk bermacam-macam ragam rapat, berarti rakyat harus mengeluarkan duit pajak yang disetorkan kepada negara sebesar Rp.2.4 miliar (Rp.2.455.775.750) perbulan selama satu tahun. Atau kalau asumsi berdasarkan 157 kegiatan atau rapat Presiden Sby, berarti kas negara akan mengeluarkan uang pajak rakyat sebesar Rp.187 juta (Rp.187.702.605) sekali rapat. Hal ini sungguh- sungguh terlalu mahal dan tega untuk menghambur-hambur duit pajak rakyat.
Kemudian, alokasi anggaran sebesar Rp.30.1 miliar ini hanya pemborosan uang pajak rakyat, bukan untuk mendukung kenerja Presiden,karena, selama ini hasil rapat ini hanya keluh resah atau curhat, pencitraan, dan adanya kenaikan harga BBM yang menyesengsarakan rakyat saja. Seharusnya, hasil rapat tersebut, memunculkan kebijakan Presiden yang berpihak kepada kepentingaan rakyat, bukan menaikan harga BBM atau melakukan rencana pembatasan subsidiu BBM.
Dan terakhir adalah alokasi sebesar Rp.30.1 miliar untuk bermacam-macam rapat ini hanya membuat program  Presiden tentang gerakan penghematan secara prematur telah gagal duluan ketika akan diimplementasi lantaran sudah jelas alokasi sebesar Rp.30.1 miliar hanya bikin jebol APBN saja. Seharusnya, yang nama rapat-rapat kerja itu adalah bagian dari tugas kewajiban sehari-hari Presiden Sby yang tidak membutuhkan alokasi anggaran negara alias rapat itu harus gratis. Selanjutnya,dengan keberadaan alokasi anggaran untuk bermacam-macam rapat presiden Sby menjadikan pemerintah akan dicapkan sebagai pemerintah yang kerjanya hanya dari rapat ke rapat, dan ini hanya akan pemborosan uang negara, yang tidak bermanfaat buat rakyat sendiri.kemudian daripada itu, hobbynya Presiden Sby untuk selalu mengadakan rapat-rapat, akan terus dicontoh dan diikuti oleh kementerian atau lembaga negara lainnya, yang dampaknya juga pemborosan uang negara. Misalnya saja, kementerian Luar negeri dalam APBN 2012, alokasi anggaran untuk rapat-rapat saja menimal sebesar Rp.4.3 miliar pertahun. Moga-moga anggaran rapat ini tidak dicantumkan dalam Keppres yang baru ini.
Untuk itu kami dari seknas FITRA meminta kepada komisi II DPR agar mendesak kementerian keuangaan untuk tidak mencantumkan lagi alokasi anggaran untuk bermacam-macam rapat dalam APBN perubahaan tahun 2012. Oleh karena anggaran bermacam rapat-rapat Presiden Sby ini hanya dijadikan “plagiat” program bagi kementerian atau lembaga lainnya. Hal ini bisa dilihat dari program kementerian atau lembaga yang berlomba-lomba membuat plagiat program seperti “rapat kodinasi-lah”, “rapat kelompok kerja-lah”, rapat dinas”, dan rapat lain-lainnya, dan ujung-ujung plagiat program ini hanya menbuang-buang uang negara saja. Ini sungguh memprihatinkan betul pak Presiden!!!
